Bailout Coverage & the Domestic Policy Debate

The details of the Bailout Plan have not yet been made clear enough! I have a skeleton to a policy that would enable a Reconstruction of inner-city building degradation and other forms of economic "depressants" in the name of AMERICAN UTILITARIAN CONSCRIPTION. I have attached its cover and I do believe it would serve as the most stimulating debate topic in the last debate, which as I understand is focused around Domestic Policy.

The very few publicized details to the economic reform proffered by the 2008 US Federal ($700 Billion) Bailout seem limited to the inclusion of Fed Chairman Ben Bernanke and Fed implemented and controlled interest rates 'policies' (from the 9/29 plan) and "new assistance for unemployed workers, as well as a new $1,000 tax deduction for homeowners who don't itemize deductions," (from the 10/1 plan - as cited from WSJ p.A6 10/1). The AMERICAN UTILITARIAN CONSCRIPTION is a plan that could eliminate over $70 billion in debt in the first two quarters of the 2009 fiscal year. by purchasing building materials at cash prices from US government Resource & Building Material subsidiaries (such as US Steel) at firm minimums ($20-70 billion) we can eliminate the 'bank debt problem' at the programs institution! Where is the budget breakdown of the program? Is there already $200-500 Billion allocated into programs that do not accrue (and abuse) immediate interest rate (amendments)?! These are questions that must be answered immediately! The coming Domestic Policy Presidential Nominee's Debate is a perfect opportunity to hear the candidates detail their problem solving plans with respect to using the Fed as the tool of amendment. The AMERICAN UTILITARIAN CONSCRIPTION is the perfect plan to swallow any potential special interest hidden costs of the bailout. Here are the feedback links to the major networks.
