This letter is written with regards to a recently developed proposal of political concern. The American Utilitarian Conscription is a proposed Executive Order to redress the current and/or imminent American Economic Recession by a root method of Reconstruction(defined herein). The [AUC] program’s method is specific to pre-existing and foreseen deficiencies within Youth Labor Statistics as provisional labor markets. Furthermore, the applied vocations are permit and contractually licensed – meaning they provide advantageous prospects for a graduated occupational program. The proposed assistance of the program is summarized herein.
(I)The proposal of the AUC is detailed as a comprehensive solution addressing the graduation rate problems of the public school system by providing the pre-conditionally organized workforce to address the reconstruction of the structural ruins of inner city design as follows:
1) By a method of conscription (obligatory enrollment) beginning at the age of high school seniors, the AUC is programmed to effect progress against the deficiencies of youth employment rates. The conscription method could extend ten years from the target age in order to provide a reduction of existing deficiencies, and a non-conscription (compulsory-compensatory) component should also extend the age range.

But more importantly, we the people should favor “self-employment” when it comes to political ideology and political activism, by the method of rudimentary cooperation i.e. utilitarianism. Utilitarianism is so deeply implanted into the organization and social welfare of Human Governance that it is now, beyond construction, the essential ingredient inherent to progress. BUDGET CRISIS?!?
I prefer not to editorialize under the auspices of politics because the ambit of political ignorance towards the poor plight is all too “talked about” as no politician wants to be called on not creating solutions to homelessness and poverty but fewer than 90% of “Presidential” politicians ever push the envelope beyond “sheer” volunteerism. The Estate Tax itself would generate well over $25 billion in “cash credit”! Philadelphia’s mayor has proposed opening a casino in the downtown gallery. While we’re coming up with bailout tactics to address a national recession, how about we throw in a few “image reformations”! How about “Homeless Showers” that run on street corners, ‘single motorist taxation’ and needs based work strengths assessment profiles – American Dreaming may not be the strength of the new century, for at long last it has been recognized as the testament of the last one. But resolving the issues of economic disparity in the American government, or any other form of government, is an issue that survives all manner of Change. It is the heart of the American Democracy and must be recognized, not as the illiterate and cliché catch-22, but as the figurative and formative calculus of republic. “We The People” are exclusively responsible for the manner in which our domestic policy will be carried abroad. Our solution should be utilitarian.

The Geneva Convention
It is time that we American citizens quell the influence of racial profiling as the cowardice that corrupts not merely our constitutionality, but the character of our existence. This is the time not to rest on our laurels or sit on our hands. Especially to those of us who have experienced this illegal minority brand of economic depression; I encourage you to express your concerns regarding the irrationality of the Stimulus Doctrine to the Office of the High Commissioner on Human Rights in Geneva, Switzerland. The AUC LIST SERVER will soon be sending general letters of inquiry to be mailed to local and state representatives. It is our greatest concern that those who may find appreciable interest in some or all of the Policy be able to convey their concern beginning at the local level.

Dear President-Elect Barack Obama
Has the Republic finally caught up to the voice of the citizen? Here we are in the greatest moment of our new millennium. The culmination of several generations of Civil Rights struggle. Truly, if the moment of America's 2008 President-Elect Barack Obama is to "stitch the fabric" of the American Dream in the berth of history's "First African-American President" then their must be reasonable conciliation (against illegal discrimination-as the denigration of the American Government) achieved by his cabinet and tenure. Perhaps the week-end unemployment numbers are only acrid to the same old fear and loathing of American nonchalance. This is an attitude towards the Un-Employment sector of Department of Labor - Civil and Social Services that is totally unnecessary and, given the current inflation, must be attacked with systemic change. The problem is not entirely solvable by "bailout economics" as indictments against impropriety are necessary to prevent further vicarious malfeasance and liability; also volunteerism is only equally as effective as are furloughs. We must ensure a policy of Employment Insurance that begins with the "nonsuccess" of the national High School Graduation Rate and extends vicariously into the professional workforce. I am not directly requesting that anyone put Gen. I am anxious to hear whether President-Elect Obama thinks this would be a better post than Secretary General of the Department of Education. Above all else, it is nice to know that those of us concerned with addressing the problems of inner-city economic depression and labor development will, at the very least, have a much more absolute address by which to address our concerns.

Bailout Coverage & the Domestic Policy Debate
The details of the Bailout Plan have not yet been made clear enough! I have a skeleton to a policy that would enable a Reconstruction of inner-city building degradation and other forms of economic "depressants" in the name of AMERICAN UTILITARIAN CONSCRIPTION. I have attached its cover and I do believe it would serve as the most stimulating debate topic in the last debate, which as I understand is focused around Domestic Policy.

The very few publicized details to the economic reform proffered by the 2008 US Federal ($700 Billion) Bailout seem limited to the inclusion of Fed Chairman Ben Bernanke and Fed implemented and controlled interest rates 'policies' (from the 9/29 plan) and "new assistance for unemployed workers, as well as a new $1,000 tax deduction for homeowners who don't itemize deductions," (from the 10/1 plan - as cited from WSJ p.A6 10/1). The AMERICAN UTILITARIAN CONSCRIPTION is a plan that could eliminate over $70 billion in debt in the first two quarters of the 2009 fiscal year. by purchasing building materials at cash prices from US government Resource & Building Material subsidiaries (such as US Steel) at firm minimums ($20-70 billion) we can eliminate the 'bank debt problem' at the programs institution! Where is the budget breakdown of the program? Is there already $200-500 Billion allocated into programs that do not accrue (and abuse) immediate interest rate (amendments)?! These are questions that must be answered immediately! The coming Domestic Policy Presidential Nominee's Debate is a perfect opportunity to hear the candidates detail their problem solving plans with respect to using the Fed as the tool of amendment. Dear Political friends,
I am sure the great majority of you are basking in the success of the Obama08 campaign, as Barack Obama has just become the first African-American to ever receive the party nomination for President of the United States of America. This moment will readily be counted amongst the greatest political moments in history. And as great success creates great potential, this is the time that we make efforts to translate these potentials to our local communities. This is the time to address our concerns of the needs of inner city communities nationwide.
We are all familiar with the timeline that 2008 Democratic Party Presidential Nominee Barack Obama has introduced with respect to a military withdrawal from Iraq. We are also familiar with the problem that several Bush presidencies have created with regards to the War Powers Act. Never before has the Act been in greater jeopardy. Never has there been greater concern under whose authorization War Powers are retracted.
The concern of the American Utilitarian Conscription is twofold. Primarily it produces immediate solutions for a “working” U.S. economy. As the U.S. dollar has been devalued under the false pressure of the ‘Oil War,’ the true need within America’s infrastructure has never been more transparent. The second concern is establishing a direct transition of timeline and resources from the Second Iraq War.
