This letter is written with regards to a recently developed proposal of political concern. The American Utilitarian Conscription is a proposed Executive Order to redress the current and/or imminent American Economic Recession by a root method of Reconstruction(defined herein). The [AUC] program’s method is specific to pre-existing and foreseen deficiencies within Youth Labor Statistics as provisional labor markets. Furthermore, the applied vocations are permit and contractually licensed – meaning they provide advantageous prospects for a graduated occupational program. The proposed assistance of the program is summarized herein.
(I)The proposal of the AUC is detailed as a comprehensive solution addressing the graduation rate problems of the public school system by providing the pre-conditionally organized workforce to address the reconstruction of the structural ruins of inner city design as follows:
1) By a method of conscription (obligatory enrollment) beginning at the age of high school seniors, the AUC is programmed to effect progress against the deficiencies of youth employment rates. The conscription method could extend ten years from the target age in order to provide a reduction of existing deficiencies, and a non-conscription (compulsory-compensatory) component should also extend the age range.
2) The chief application of the program is to Reconstruction – limited herein as the redress of American Recession(s) of Economy. The programs labor design is applied directly to the several compulsory components of Construction and Engineering, and in a graduated manner.
3) The administrative language of Selective Service could be optional, but is only construed herein as non-military.
(II)The further proposed detail of the AUC is a compensatory solution addressing the professional education needs of inner city youths as follows:
1) As the Production, Indispensable Services (Buildings & Grounds/Waste Management) and Healthcare professions are statistically less deprived and undiversified – their application is included but more strictly compensatory. Particularly relative to Production is the reconstruction of several facilities and as such should be considered a level assistance to the major(I) of the program.

OBJECTIVES: This policy is the provisional and restitution solution to the long-term building(s) destruction effects of failed industry, corporation and franchise establishment within the inner city location due a history of erratic economic recession. As a regulation the policy enforces a Selective Service program of action as the means of creating a new and viable long-term labor workforce in construction and engineering, production, indispensable services and healthcare.
PROPOSED ASSISTANCE AND APPLICATIONS: A government consolidated workforce composed in a manner that expresses a Utilitarian requirement of the Primary (18-35) Adult Demographic. The program’s draft initiatives shall be parted into two specific divisions; the 18-28 (enlisted) and 29-35 (compulsory-volunteer) age ranges. A successful program simultaneously inhibits indigence down to the typically illicit or illegal vice common to the inner city.
